Serves as Budget Analyst; analyzes and edits various segments and portions of budget estimates submitted by operating managers for the District's Total Operating Budget. Recommends usage of budget and manpower guidelines and regulations issued by higher authority. Prepares Civil Works Automated Budget with supporting schedules for Civil Works appropriations covering budget year, current year and past year programs. Maintains informal records of various budgetary functions for the District's assigned programs. Serves as liaison between operating managers and their staff and the Comptroller's staff (local and higher authority) for budgetary policies and procedures. Reviews funding requests, approves or disapproves funding releases and ensure that all funding documents are received and distributed to applicable operating elements. Maintains the Integrated Manning Document (IMD) and review all personnel actions for compliance.

You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Performs statistical budget estimates, justification statements, and budget execution plans for essential programs and activities.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Education:Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
