The incumbent serves as the primary Purchasing Agent with responsibility for providing necessary services for the procurement of technology, supplies, equipment, and services for the Office of the Chief Information Officer.
Makes purchases of a broad range of technology, equipment, commodities and services through a variety of methods.Examines procurement requests for materials, equipment, supplies, and services.Determines adequacy and restrictiveness of conditions, terms, and specifications.Provides procurement service to Office of the Chief Information Officer (OCIO) and technology procurement services to customers other than OCIO.Solicits competitive offers and actively seeks new sources and potential vendors.Documents all recommendations and actions and compiles statistics and prepares reports on purchasing activities.Performs clerical duties in support of the procurement function.
Occasional travel - Travel may be 5-6 days per month.

SPECIALIZED EXPERIENCE REQUIREMENTS

GS-07:One year of specialized experience equivalent to at least the GS-6 grade level.
Specialized Experience GS-7:Examples include;Applies acquisition laws, regulations, agency policies and procedures in purchasing process including post award administration.Communicates with vendors, staff and managers, resolving delay in delivery schedule, difference in price or quantity and equitable price adjustments.Prepare, submit and negotiate terms of purchase orders.Proficient with software programs to create final documents, retrieval of information for amendment or modification and reporting purposes.
GS-8:One year of specialized experience equivalent to at least the GS-7 grade level.
Specialized Experience GS-8:Examples include;Receives purchase requests, screens for completeness and relevance of information and for proper approval.Performs buying actions.Procures supplies, construction and equipment by appropriate methods.Negotiate terms of purchase orders, analyze pricing proposals and perform cost analysis.Provide technical assistance and training, conduct follow-up reviews and monitor progress of corrective actions.Knowledge of Federal Acquisition Regulation (FAR) related to small purchases
