The primary purpose of the Supervisory General Engineer position is to serve as the Chief Engineer, the highest engineering authority at the facility, and has full administrative, supervisory, and managerial responsibility for all the Engineering operations.These responsibilities include, but are not limited to, planning, organizing, staffing, budgeting, directing, controlling, and evaluating all aspects of engineering activities.The Chief Engineer leads an organization comprised of three primary components 1) Construction Engineering, 2) Biomedical Engineering, and 3) Facilities Engineering.The Engineering organization requires the Chief Engineer to have direct oversight of professional engineers and support positions, and secondary oversight of foremen, various skilled trades and other support positions.This position requires a highly active managerial role in three of the seven JCAHO Environment of Care Standards, including Medical Equipment Management, Utilities Management, and Fire Prevention (Life Safety) Management.The Chief Engineer coordinates all associated technical activities related to off-campus real property leasing of five Community Based Outpatient Clinics, one Annex Clinic, four Administrative Offices, and one Vet Center, located in Wisconsin and Illinois.
The Chief Engineer is required to be competent in several engineering disciplines and have broad general knowledge of others, in order to resolve novel or obscure problems.Engineering disciplines and sub-specialties most frequently involved include civil and structural engineering;industrial systems design;economy and safety;electrical engineering, (power supply, power distribution, communications);mechanical engineering, (fluid mechanics, heat transfer and machine design);environmental engineering;construction management;and biomedical engineering.The Chief Engineer must apply this knowledge in order to guide other engineers in the organization who solve a variety of technical problems.In many instances, the Chief will apply new or innovative engineering theory, practices, or products for problem resolution.
The Chief Engineer is also required to have professional knowledge of administrative and managerial principles, practices and theories in order to effectively manage service functions.Other requirements include a comprehensive knowledge of VA policies, practices, procedures, and regulations as they pertain to the engineering operations in a healthcare setting.The Chief keeps abreast of new and innovative ways to reduce costs through automation, energy conservation, method analysis and improvement.The Chief has the professional knowledge and abilities to modify standard practices and adapt equipment and techniques to solve a variety of engineering issues.

There is no educational substitution at this grade level.
PREFERRED: The preferred applicant will possess a current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
