Position Description (PD) Title: Supervisory Medical Technician: PD #6366
Relocation Expenses: Relocation expenses are not authorized for this position.
The incumbent performs a wide variety of tests, procedures, and examinations utilizing procedures from several specialty areas of the clinical laboratory. Procedures and instructions are frequently highly specialized, requiring the technician to perform delicate and exacting steps when using instrumentation that is considered elaborate and complex. Procedures include studies of whole blood, cerebral spinal fluid, urine, and other body fluids, for microscopic examination; sophisticated coagulation studies such as split fibrin degradation products and fibrinogen. Utilizes computerized, complex automated analyzers to perform STAT chemistry procedures such as electrolytes, glucose, blood urea nitrogen, creatinine; liver function tests (AST, ALT, Alkaline Phosphatase, Gamma GT); and therapeutic drug levels such as Phenobarbital, Theophylline, serum ethanol, Salicylates, Acetaminophen, and Phenytoin. Hematology procedures include such tests as Complete Blood Counts (CBCs), abnormal differentials (high complexity); manual verification of automated procedures and slide evaluations of specific blood cell populations; bone marrows; examination of body fluids to include manual cell counts; coagulation studies; semen analysis; and complete urinalysis procedures to include STAT urine drugs of abuse screening procedures.
Performs ancillary duties such as maintaining logs and performing operator level maintenance on computerized analyzers. The incumbent coordinates and manages blood products for transfusions in support of emergent patient care situations. Identifies and resolves problems relating to improper collection techniques, instrumentation, supply, quality control, LIS/interface issues, and similar problems. Contacts the on-call pathologist/medical director regarding problems encountered with services as outlined in established protocols.
The position provides supervision of the Phlebotomy and Specimen Collection Department of the P&LMS and involves the interpretation and execution of specific rules. regulations, directives or procedures. The work product or service affects the accuracy, reliability, or acceptability of further processes and patient care services and patient safety. Other duties include but not limited to;
- Provides training and technical oversight to lower graded technicians assigned to work in the clinical laboratory
- Interfaces with patients to answer concerns that they might express while within the Phlebotomy drawing areas or on the wards of the medical facility
- Plans, schedules, assigns, reviews and coordinates the work of subordinate employees
- Gives advice, counsel, and instruction to employees on both work and administrative matters
- Establishes performance standard, competency assessments protocols
- Evaluates employee work performance
- Interviews candidates for position in the unit; recommending selections, promotion awards, and reassignments
- Hears and resolve minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher level supervisor or manager
- Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases
- Identify and arrange for developmental and training needs lower graded technicians

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-7 position you must have served 52 weeks at the GS-6 level.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Your work experience on your resume must describe at least one year of experience which prepared you to do the work in this job. Examples of this specialized experience is defined as: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. In addition to the experience outlined above, experience in phlebotomy; preparing samples for transport, proper storage and preparation for analysis; providing all facets of clerical and administrative activities in a healthcare environment. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position, salary/grade level, and the number of hours a week spent in such employment.
*Preferred: Certification by a national certifying body (e.g., American Society of Clinical Pathology (ASCP) as a Medical Laboratory Technician.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
KSAO 1: Knowledge of P&MLS areas, principles, concepts, and methodology sufficient to perform a broad range of routine and emergency tests, including non-routine and high complexity testing.
KSAO 2: Knowledge of mathematics and statistics as related to quality control for standard deviation, mean, medium, and mode to determine if testing results are acceptable to release for patient diagnosis by the provider.
KSAO 3: Knowledge of technical, physiological, and mechanical indicators of malfunction sufficient to identify and correct errors in tests. Knowledge of physiological correlation and normal values sufficient to check the validity of results.
KSAO 4: Knowledge of certifying and accreditation agency requirements and federal/state regulations governing Pathology and Laboratory Medicine Service.
KSAO 5: Knowledge of Laboratory Information Systems (LIS), sufficient to send and retrieve data, general patient information, and maintaining data integrity of the LIS.
Physical Demands: Work requires some physical exertion, such as regular and recurring walking or bending to observe, collect or record data. In the laboratory, there may be special requirements for agility or dexterity such as exceptional hand/eye coordination.
